FAQ

1. How can we make use of the Electronic Radiation Licensing and Services System (ERLS)?
Clients of Radiation Board Licensing Services can online:
(a) apply new, renewal and amendment of Radioactive Substances or Irradiating Apparatus licences;

(b) track the progress of applications in new, renewal and amendment of Radioactive Substances or Irradiating Apparatus Licences;

(c) apply or amend Permits to Move Radioactive Substances that are covered by a valid Radioactive Substances Licence

(d) review information of licences or permits under the electronic account of the Authorized Person (AP) ;

(e) change AP for licensing services if all the licences under the AP are to be transferred to a new AP

Clients of Radiation Board Medical Examination for Radiation Workers
(a) apply or amend medical examination appointments;

(b) view the medical examination appointments;

Authorized Persons of Radiation Monitoring Service Subscriber account
(a) add, vary, withdraw and renew subscriptions for radiation monitoring services;

(b) track the progress of service subscription applications;

(c) enquire and view the radiation dose records and subscription details of the persons who subscribe to radiation monitoring service by the subscriber.

Individual users of Radiation Monitoring Service can online:
(a) view their own radiation dosage records;

(b) acknowledge dose alert notification

2. What is "Client Reference Number" (CRN)?
The CRN is a number that identifies the licensee in relation to a specific licence or the client in relation to a specific service under the ERLS. If you are a licensee or a client receiving our services, you are encouraged to specify your CRN when you communicate with us, through ERLS or otherwise, to facilitate the identification of your case so that it will be more efficiently handled.

3. What is an Application Reference Number (ARN)?
The ARN is a number that identifies an application case. It is automatically generated by the system when an application is received. When you are enquiring about a particular case of application with us, stating the ARN will greatly facilitate the identification of your case.

4. What is “queuing position” as shown upon online submission of application and on the “Application Status Details" webpage of application tracking?
The “queuing position” represents the order the particular case of application is received and to be handled in the application queue. It is automatically generated by the system when the system receives an application. As the applications ahead are progressively handled, the queuing position of a particular application will advance progressively in time.

There are separate queues for the Radiation Board Licensing Services and the Radiation Monitoring Services.

No queuing position will be assigned to application for permit to move Radioactive Substances and for Medical Examination of radiation worker because these applications are normally completed in a few days.

5. Who can have an electronic account to use the Electronic Radiation Licensing and Services System (ERLS)?
Radiation Board Licensing Services
If you are the licensee of a Radioactive Substances or Irradiating Apparatus Licence, or if you are the Authorized Person (AP) of the licensee, an electronic account will be automatically created for you if the system has information of your email address. A specific account will be created for each client with a specific Client Reference Number (CRN). No electronic account will be created if you do not provide us your email address.

The notification of account creation will be sent through email, while the passwords will be sent by post to the account holder.

If you are not currently a licensee but you are planning to apply for a licence, you may create an electronic account with the system by filling in the Account Creation Authorization Form. The system will activate your account as soon as a licence is granted by the Radiation Board.

Radiation Monitoring Service
You should be authorized by your company/organization to handle with the following radiation monitoring service transactions on behalf of your company/organization (including on-line applications):
(a) To add, vary, withdraw and renew subscriptions for radiation monitoring services;
(b) To enquire and view the radiation dose record and subscription details of the persons who subscribe to radiation monitoring service by your company/organization.

You may create an electronic account with the system by filling in the Account Creation Authorization Form. Once approved, the notification of account creation will be sent by e-mail while the password will be sent by post to the account holder.

Medical Examination
If you are authorized by your company/organization to handle the medical examination application or appointment of the radiation worker(s), you may create an electronic account with the system by filling in the Account Creation Authorization Form. Once approved, the notification of account creation will be sent by e-mail while the password will be sent by post.

6. Who is the Authorized Person (AP) for an electronic account in the Electronic Radiation Licensing and Services System (ERLS)?
AP is the person authorized by a client and is held liable for the correctness of information contained in the application for a licence or service.

Radiation Board Licensing Services
Upon granting of licence, subsequent correspondence, including notification for renewal of licence, will be sent to the AP for follow up action.

If the licence(s) is / are issued to a named person, the person shall be the AP. If the licence(s) is /are issued to a named company /organization, the AP is the person authorized by the licensee in the application.

Radiation Monitoring Service
Upon commencement of service, subsequent correspondences including delivery of dosimeter and dose report, etc, will be sent to the contact person authorized by the subscriber. Authorized Person and Contact Person can be the same person.

7. Is it permissible for an electronic account to be handled by more than one Authorized Persons?
Each electronic account shall only be managed by the specified Authorized Person at one time.

8. Is it permissible for an Authorized Person (AP) to use the same User ID to subscribe for different services under the same client name in the ERLS, such as Radiation Board Licensing Services, Radiation Board Medical Examination Service and Radiation Monitoring Services?
Once an AP has chosen a User ID for a service in the system (Radiation Board Licensing Services for example), the same User ID will be reserved for the AP for other services (i.e. Radiation Monitoring Service and Medical Examination) under a specific Client Reference Number (CRN). Hence the AP can use the same User ID when applying for other services for the same licensee, company or organization.

An ERLS account is specific to the Client Reference Number (CRN) and the AP's identification document number. You have to use different ERLS accounts to manage licences with different CRN.

9. Is it permissible for a licensee to appoint different persons to be the Authorized Persons (AP) for managing different licences?
A licence shall only be managed by a specified Authorized Person at one time.

A licensee may appoint different Authorized Persons to manage different licences. However, each AP has to create his / her own electronic account to manage the licences he / she is authorized to handle.

10. Can I use the module of “Change Authorized Person” in the Radiation Board Licensing Services, if only some of the licences are to be transferred from the account of one AP to another AP?
The module of “Change Authorized Person” in the Radiation Board Licensing Services only applies to transferring all licences under the account of one AP to another AP.

If only some of the licences are to be transferred to another AP, the licensee will have to mail to the Radiation Board Licensing Office photocopy of the HKID of the new AP, together with a written request (with company chop as appropriate) indicating which licences are to be transferred from the original AP to the new AP.
